History & Background

The Crime against Women & Children wing has been established as a separate wing under C.I.D. CB, Odisha, working to ensure the rights, safety, dignity and empowerment of women and children in the State. The Wing has been designed to handle the investigation into crimes against women & children that specifically include prevention of trafficking, sexual offences, domestic violence, children in the juvenile justice systems, child labour&cybercrimes. It  provides  a safe environment to women & children while coming up with issue-specific solutions is a task that CAW & CW addresses with all its sincerity.

In Persuant of Government of Odisha, Home Department notification No PT2- HOME- DA I-CRTN1-0013-2020   41331 / D&A,  dated 23.11.2021 Bhubaneswar, the State Government declared the office of the Additional Superintendent of Police, Crime against Women & Children Wing, Criminal Investigation Department, Crime Branch, Odisha, Bhubaneswar as a Police Station to be known as ‘ Crime Against Women & Children Wing Police Station’ which shall, within its jurisdiction, include the entire area of the State of Odisha for the purpose of registration, investigation and prosecution of offences of against women and children.

Role and functions of  CID,CB in so far as cases of crime against women & children are concerned will be transferred to CAW & CW. So SR reports of all offences against women & children would be monitored by CAW &CW C.I.D. CB Bhubaneswar.

BRIEF HISTORY
In order to materialize the purpose for which the CAW & CW was created, the office of ADGP, CAW &CW started functioning initially in the office of the CID, CB Cuttack till 26.01.2022 and subsequently shifted to the SFSL Campus, Rasulgarh Bhubaneswar from 27.01.2022.

Earlier, the women section was dealing with cases against women and children and was working under the State HRPC, Odisha, Cuttack. subsequently, under C.I.D.  CB, Cuttack. However, since 27.01.2022 , the office of CAW&CW, C.I.D. CB, Bhubaneshwar emerged as a separate wing tcompraising with different sections, like Women, Children, Missing, IHATU, Investigation & Prosecution, Reserve, Establishment etc to deal with all types of crimes aganiest  women & Children Besides. The CAW &CW  PoliceStatition and Sampark help desk are the working as an Intigral part to render services to the victims.

Charter of Duties of CAW&CW

  1. Monitoring and studying trends and patterns of all categories of crimes against women & children across the State and develop strategies for detection, prosecution and prevention of such crimes.
  2. Monitoring investigations  in specific important cases ( Special Report cases) of crimes against women & children.
  3. Co-ordinating with other State Police forces/CBI and Interpol with regard to human trafficking.
  4. Creating database of specific categories of offenders like Human traffickers, child sexual abusers etc.
  5. Collecting intelligence on human trafficking network.
  6. with NGOs and academic institutions operating in the field of crimes to develop better strategies for dealing with crimes against women and children.
  7. Co-ordinating with other Government Departments.
  8. Developing & conducting educational awareness campaigns on crimes against women & children.
  9. Developing Community Policing initiatives on crimes against women & children.
  10. Monitoring cases of crime against Women & children registered at various Police Stattions and taking up investigation of sensitive/sensational cases pertaining to following offences against women & children.
